VISA REGULATIONS IN THE KINGDOM OF SAUDI ARABIA
Visa Requirements
A Working Visa will be granted and issued by the Embassy generally based on the working permit issued by the Ministry of Labor.
Working Visa
First : Position
1- The educational attainment as well as the work experiences by the person to be recruited must conform to the position for which he is recruited as indicated in the working permit.
2- If the sponsor or his representative wants to amend or change the position/category or nationality, the concerned authority on this matter is the Ministry of Labor.
Second : Religion
1- Working visas intended for the holy places in the Kingdom will be granted only to Muslims.
2- The religion of babysitters who will work in the Kingdom should be Islam.
3- Working visas for butchers will be granted only to Muslims.
Third : Address of the Employer
The Employer whether individuals, companies or establishments must provide the recruitment agents their landline telephone numbers or cell phone numbers which should be attached on the passports of their employees.
Fourth : Age of Recruited Workers
1- The age of recruited workers shall not be below 21 years old in general with the following exemptions:
a- Dressmakers who will in dress shops must at least be 30 years old.
b- Workers in women’s textile and ready-made garments shops must at least be 40 years old.
c- Barbers must at least be 35 years old.
Fifth: Terms and Conditions for the Issuance of Working Visa for Drivers
1- The valid driving license of the holder who will work in the Kingdom in such category should contain the following information:
a- The holder’s profession
b- The driving license’s category
c- The validity period.
d- Date of issue and validity.
2- The working visa for driver category will not be granted unless the applicant presents a valid, undamaged, unaltered or untampered driving license.
Sixth : The name of the applicant must be ternary (With Middle Name).
Seventh : Medical & Health Terms and Conditions
1- Applicants to work or reside in the Kingdom must obtain medical certificates from any accredited medical clinics or medical centers by the Embassy as a basic term and condition for the granting or issuance of visa.
2- The visa guidelines and instructions prohibit the entry into the Kingdom for work purposes of those who are afflicted with Hepatitis ( B & C).
3- The visa guidelines and instructions prohibit the entry into the Kingdom of those who are afflicted with AIDS.
Eighth: Clearance Certificate (NBI Clearance) & Certificate of Good Moral and Right Conduct
It is required that any worker entering the Kingdom for work purposes to have clearance certificate (NBI Clearance) and a certificate of good moral and right conduct.
Ninth: Employment Contract
There must be an employment contract between the employer and the recruited worker duly attested by the Ministry of Foreign Affairs or by any of its two branches. The Embassy must be provided with a copy of the contract.
Tenth : The rules and regulations applicable in the Kingdom do not allow any worker who cannot read and write.
Eleventh : Validity of Working Visa
1- The validity of the working permit to recruit workers is two years effective from the date of its issuance by the Ministry of Labor.
2- The validity of the issued entry visa on the passport is (90) days maximum effective from the date of its issuance by the Embassy.
3- The validity of residence permit stamped on the entry visa on the passport is (90) days effective from the date of entry of the bearer into the Kingdom.
Twelfth: Repetition of the issuance of working visa which has been used in the recruitment of domestic worker or private driver.
The entry visas to the Kingdom for special work categories like private driver or domestic worker after his/her repatriation/departure to his/her country after he/she is found to be unfit/unqualified for the job during the three month probation period will be dealt as expired working visas. However, the Ministry of Labor will compensate the employer of such used /expired working visa through the issuance of a new working visa as replacement without any charge or fee.
Thirteenth: Certificate of Unused Working Visa
The Embassy does not issue certificate of unused working visa for all working visas whether expired or valid. Such certificate can be obtained from the Ministry of Labor.
Fourteenth: Working visa fee is (50) Saudi Riyals payable to the Embassy.
PROCEDURES FOR THE ISSUANCE OF WORKING VISAS
BY THE EMBASSY
1- Working visa slip or its copy
2- Electronic authority from one of the National Recruitment offices in the Kingdom or from the employer authorizing recruitment agency in the Philippines. For domestic workers, an authority duly authenticated by the Ministry of Foreign Affairs is required in the present time.
3- Medical certificate issued by one of the medical centers accredited by the Embassy.
4- Educational attainments’ certificates for professions such as engineers, medical doctors and nurses. Such educational certificates must conform to the professional categories appearing in the working visa as well as for work and technical experiences’ certificates.
5- Clearance certificate (NBI Clearance)
6- The passport’s minimum validity should at least be six months.
7- The aforementioned requirements should be submitted to one of the accredited recruitment agencies by the Embassy which will pay the prescribed visa fee electronically of S.R. (50) which is equivalent to (14) US Dollars through the ENJAZ website.
8- The passports will be submitted by the representatives of the accredited recruitment agencies to the Embassy's counter at 9:00 a.m. and will be collected on the same day at 3:00 p.m. without limitation on the number of passports submitted.
RESIDENCE VISA
To obtain a residence visa in the Kingdom, the applicant must obtain an approval from the concerned authorities in the Kingdom. Then, the applicant can be issued an entry visa to the Kingdom for residence purposes.
- Entry visas for residence purposes in the Kingdom can be granted to wives and minor children whose ages do not exceed 18 years old as well as to unmarried daughters.
- The validity of residence visa is one year effective from the date
of its issuance by the issuing authority.
- An applicant must undergo medical examinations.
- The residence visa fee is (50) Saudi Riyals and will be paid upon submission of visa application.
- Terms and regulations for residence in the Kingdom prescribed for legal children are applicable also to adopted children after verification of adoption legal documents.
PROCEDURES FOR THE ISSUANCE OF RESIDENCE VISA
1- Residence visa slip or its copy with number and date of issuance of the visa.
2- Proof of the kinship or marital relationship (marriage contract with regards to wife, birth certificates of children) duly authenticated by the Philippine Department of Foreign Affairs.
3- Residence visa application should be submitted through an accredited recruitment agency by the Embassy.
TEMPORARY WORKING VISA
- The temporary working visa at the present time is issued in the Kingdom by the Ministry of Foreign Affairs.
- Visa fee is (50) Saudi Riyals.
- Educational attainments’ certificates should conform to the profession/ category appearing in the approved visa.
- There must be a contract or agreement between the recruiting authority in the Kingdom and the Philippine company or establishment / manpower supplier.
PROCEDURES FOR THE ISSUANCE OF TEMPORARY WORKING VISA
1- Temporary working visa slip or its copy with number and date of issuance of the visa.
2- The temporary working visa application with the attached aforementioned requirements should be submitted through an accredited recruitment agency by the Embassy.
VISIT VISA
VISIT VISA FOR BUSINESSMEN
Such visit visa for businessmen will be issued directly by the Embassy based on the electronic invitation from any company or establishment in the Kingdom or without invitation if the Embassy identifies that the applicant belongs to the business sector. The businessmen will be granted a business visa with a validity of 12 months and with multiple entry, if they are the companies or establishments' proprietors, chairmen of the boards, or their representatives or managers who are working in such companies or establishments, whether they are men or women.
REQUIREMENTS FOR THE ISSUANCE OF VISIT VISAS FOR BUSINESSMEN BY THE EMBASSY
- Documents confirming the identity of the concerned person should be presented.
- Copy of the company’s commercial registration
- Visa Fee is (1,000) Saudi Riyals.
- Visit visa for businessmen will be granted with a validity of 12 months and with multiple-entry.
PROCEDURES FOR THE ISSUANCE OF VISIT VISA FOR BUSINESSMEN
- The visa application with attached aforementioned requirements should be submitted through an accredited recruitment agency by the Embassy.
COMMERCIAL VISITS
Such visa will be granted / issued by the embassy directly or based on the electronic invitation from the Kingdom for the following categories:
- For foreign companies and establishments' representative whose applications are submitted through the Councils of Chambers & Industry in the Philippines or if they possess letter of invitation from the Chambers of Commerce and Industry in the Kingdom and they do not have commercial relations with the companies and establishments in the Kingdom.
- For businessmen, investors or their non-resident representatives provided that applicant has an invitation from the Saudi company or from the Saudi Chamber of Commerce & Industry and a letter from the applicant's country's embassy confirming his commercial identity.
- For engineers and technicians and others who have commercial identities and exercising commercial or administrative activities in the company or establishment for which they are working based on their actual business identification cards and submitted documents.
- Those who are holders of diplomatic passports or special passports and entering the Kingdom on unofficial duties and who submit their applications to visit Saudi companies and establishments will be granted ordinary commercial visit visa with exemption from visa fee.
- With regards to women, they will be granted visa with prior approval from the Kingdom, except if their arrival in the Kingdom are as members of commercial delegation or with a legal chaperone (Mahram) accompanying them.
- The businessmen have a right to be accompanied by their families (wife and children) and the latter will be granted accompanying visit visas.
REQUIREMENTS FOR GRANTING COMMERCIAL VISIT VISA
1- Copy of the electronic letter of invitation duly attested by Saudi Chamber of Commerce and Industry.
2- The Company where the applicant is working must submit a request letter addressed to the Embassy indicating thereat the applicant's commercial identity duly attested by the Philippine Chamber of Commerce & Industry.
3- Valid passport with a validity period of at least six months.
4- Visit visa for businesswomen with legal chaperone (Mahram) or if her mahram is residing in the Kingdom will be granted or issued directly by the Embassy.
5- Single entry visa fee is (200) Saudi Riyals equivalent to (54) US Dollars with a validity not exceeding 30 days.
6- Multi Entry visa fee is (500) Saudi Riyals which is equivalent to (134) US Dollars with a maximum validity of (180) days and 30 days stay for every visit or entry to be calculated effective from the date of entry to the Kingdom. It is worthwhile to mention that the validity of the issued visit visa will be calculated starting from the date of issuance of visa by the Embassy.
PROCEDURES FOR GRANTING COMMERCIAL VISIT VISA BY THE EMBASSY
1- The requirements will be submitted through one of the accredited recruitment agencies as listed in the Embassy's website.
2- The recruitment agency will download the visa application and pay the visa charge electronically.
3- The passports will be submitted through the representatives of the accredited recruitment agencies to the Embassy's counter daily at 9:00 a.m. and will be collected on the same day at 3:00 p.m. without limitation on the number of passports submitted.
WORKING VISIT VISA WILL BE ISSUED DIRECTLY BY THE MINISTRY OF FOREIGN AFFAIRS OR BY ONE OF ITS TWO BRANCHES OR BY THE EMBASSY BASED ON THE ELECTRONIC INVITATION DULY ATTESTED BY THE SAUDI CHAMBER OF COMMERCE OF PERFORMING COMPANIES AND ESTABLISHMENTS IN THE KINGDOM AS FOLLOWS:
Persons who have no commercial identities can be issued working visit visas such as ( engineers, doctors, lawyers, university professors, lecturers, computer programmers, technicians, professionals and others) after complying with the following terms:
a- Internationally recognized educational certificates ( if the required is an engineer, the educational certificate possessed by the applicant must conform to whatever appears in the directive for the issuance of visa from the Ministry of Foreign Affairs or by one of its two branches. The same will be applicable for the rest of professions.
b- Employment contract with establishment registered in the Kingdom with Philippine company or establishment
c- Work experience of the applicant in his field of profession must at least be two years.
d- Working visit visa will be granted with a maximum validity of (30) days for single entry visa or (90) days for multiple -entry visa.
e- Visa fee for single entry working visit visa is (200) Saudi Riyals equivalent to (54) US Dollars and valid for not more than 30 days, while visa fee for multiple-entry working visit visa is (500) Saudi Riyals equivalent to (134) US dollars.
f- The visa applicant's passport must be valid for at least six months and at the same time he is allowed to return anytime to the country where he came.
PROCEDURES FOR THE ISSUANCE OF WORKING VISIT VISA
1- The aforementioned requirements will be submitted to the Embassy through one of the accredited recruitment agencies listed in the Embassy's website.
2- The recruitment agency will download the visa application and pay the visa charge electronically.
3- The passports will be submitted through the representatives of the accredited recruitment agencies to the Embassy's counter daily at 9:00 a.m. and will be collected on the same day at 3:00 p.m. without limitation on the number of passports submitted.
FAMILY VISIT VISA
All entry visas for family visit purposes will be granted inside the Kingdom of Saudi Arabia to the persons who have kinship or blood relations with the visa applicant and will be issued by the Ministry of Foreign Affairs or by one of its two branches, after filling-out of electronic visa application form through the Ministry's electronic website : https://visa.mofa.gov.sa

TOURIST VISA
Tourist visa will be granted as follows:
- Tourist visa is granted to the following countries:
(European countries, two Americas, Japan, Socialist China, Nationalist China, Singapore, Malaysia, Brunei, South Korea & South Africa), through application to be submitted by one of the accredited companies which will submit the applicants’ passports to the concerned Saudi Embassy after it has obtained visa numbers.
- The arrival of tourists and their stay must be under the supervision and hosted by the concerned agency duly licensed to exercise and offer services in reception or transporting of arriving tourists from outside the Kingdom including the supervision of their stay and departure.
- The tourists shall come in groups in such a way that each group of tourists shall compose of at least four tourists.
- The age of the woman tourist required to be issued a tourist visa should at least be 30 years old. Otherwise, in order to enter the Kingdom, she is required to be accompanied by a legal chaperone (mahram).
- The tourist program and sites visitations shall exclude the holy places which are restricted for Non-Muslims ( Makkah Al- Mukarramah & Medina Al- Munawarah).
- The tourists’ applications from the afore-mentioned countries which are not existing in their countries will be treated in accordance with the prescribed treatment for tourists who are coming from other countries, that they should come in groups and the concerned agency duly licensed by Saudi Supreme Tourism Authority which will undertake the submission of their visa applications.
- Anyone who desires to come to Saudi Arabia for tourism purposes can obtain information about licensed Saudi companies by visiting the Saudi Supreme Tourism Authority website: www.sauditourism.com.sa, as he may obtain tourist visa through communicating with one of the Saudi Airlines Offices or its accredited general sales marketing agents outside the Kingdom under the program “Discover the Kingdom".
ENTRY VISA FOR MEDICAL TREATMENT PURPOSES IN PRIVATE HOSPITALS
Entry visa of this kind will be granted in accordance with the following:
- The patient will send request to the private hospital in the Kingdom for treatment as per the specific form attached with medical reports of the patient.
- The request form will be submitted by the treatment hospital after its authentication by the Health Affairs Office of the Ministry of Health to the Ministry of Foreign Affairs or to one of its two branches.
- The validity of medical treatment visa is (90) days.
- Visa fee is (200) Saudi Riyals.
ENTRY OF DOCTORS TO ATTEND FELLOWSHIP EXAMINATIONS
Filipino doctors, male or female, who desire to take up fellowship examinations that will be held in the Kingdom must send their requests for issuance of entry visa to the Saudi Council for Medical Specializations. After the issuance of the Council's approval on their entry to take up such examinations, the Embassy will be directed to issue appropriate entry visas.
EXTENSION OF EXIT AND RE-ENTRY VISA
- Extension of exit and re-entry visa will be done directly by the Kingdom's embassies outside the country in accordance with the following terms and conditions:
a- The applicant for the extension of exit and re-entry visa has not stayed outside the Kingdom for a period of more than seven months effective from the date of his departure from the Kingdom.
b- He shall have valid residence permit (Iqama) in the Kingdom.
c- He should present a no-objection duly signed letter from his sponsor/employer indicating approval for extension and attested by the Ministry of Foreign Affairs.
REQUIREMENTS FOR THE EXTENSION OF EXIT
AND RE-ENTRY VISA BY THE EMBASSY
- The extension of re-entry visas will be done by the Embassy directly in accordance with the following terms and conditions:
A- For the workers in the Kingdom
1- The worker's residence permit must be valid.
2- The period of stay of the applicant outside the Kingdom must not exceed seven months from the date of his departure from the Kingdom.
3- He must submit a no-objection duly signed letter from the sponsor/employer indicating approval for extension and attested by the Ministry of Foreign Affairs.
B- For the Children of the Residents in the Kingdom
- The children of the residents in the Kingdom who are studying in the Philippines and are accompanied by their mothers
Their period of stay outside the Kingdom must not exceed (13) months effective from the date of their departure from the Kingdom, including submission of whatever documents as proof of their continuous study in the universities or schools as well as submission of letter from their families residing in the Kingdom duly attested by the Ministry of Foreign Affairs showing that their families are still working in the Kingdom.
PROCEDURES FOR THE EXTENSION OF RE-ENTRY VISA
1- The application for the extension of re-entry visa should be submitted through an accredited recruitment agency after complying with all terms through the website of Enzaz electronically.
2- The passports will be submitted through the representatives of the accredited recruitment agencies to the Embassy's counter daily at 9:00 a.m. and will be collected in the same day at 3:00 p.m. without limitation on the number of passports submitted.
TRANSIT VISA
- Transit visa will be granted to a passenger who exceeds his transit period waiting for his next flight for (12) hours in accordance with the following terms and conditions:
* The transit period of the passenger for his next flight shall not exceed (72) hours.
* The passenger must have valid entry visa to the country of destination.
* The passenger must have confirmed airline ticket to the country of destination.
* In case the passenger who desires to obtain transit visa is female, she must be accompanied by a legal chaperone ( mahram).

MANDATORY ON-LINE VISA PROCESSING FOR ACCREDITED AGENCIES
Please be informed that the on-line visa processing for all accredited agencies handling overseas visa services has been linked to
Enjaz Information Technology's web site :
(https://www.enjazit.com.sa).
For agencies unable or who encountered difficulties logging-in, they must contact The Saudi Embassy for needed verification.
Please take note that the approved agencies are the only ones qualified to fill-out the VISA application on-line through the aforementioned link. Therefore to allow access to the system, all agencies must be approved/accredited by the Consulate.
All agencies must accept the electronic agreement for using the system and then proceed to accomplish the required data on-line.
The approved agencies shall be granted access to the system, where they can use their user name and password provided by the Embassy Consulate.
Upon the Consulate's approval the AGENCY is
provided with the log-in name (Admin user) which can do the following:
1- Create all agency’s login names (data entry staff).
2- Update agency’s data.
3- Settle all electronic services cost with a special payment password.
**AGENCIES with UNPAID APPLICATION FEES through the prescribed link
shall not be reflected in the system.**
