Memorandum to all accredited organizers involved in Hajj preparations
With regard to early preparations for this year’s pilgrimage (1436 Hijira), the Ministry of Hajj has finalized its website so that accredited organizers of Hajj may now enter the named of pilgrims. Accredited organizers of Hajj will receive a password in order to access the system of the Ministry of Hajj.

Aviation instruction for the Hajj season 1436 (2015)
This year instructions have included several new provisions and other amended regulations that are as follows:
5 k – Airline carriers of third party’s states will not be allowed to transport pilgrims from any country, just in case the Saudi national carriers and national carriers of the states that pilgrims arrive have wished to transport them.
9 T - In the event of delayed pilgrims’ luggage from warehouses to galleries and vice versa, the paragraph (12 - W) will be applied on the handling company Saudi Ground Services.
11 - Controls of seasonal employment:
All airline companies wishing to bring seasonal labours for its operations at airports should coordinate with the competent authority of General Authority of Civil Aviation of Saudi Arabia to get letters of support from the Ministry of Labour before the end of Jumada II of each year. They have to comply with the following when submitting requests for transfer of seasonal employment.
11- A. Airline companies can transfer seasonal labours of Islamic Development Bank or private employees of airline companies in their return flight.
11- B. Companies that wishing to transport seasonal labours should make prior coordination with the competent Department at the Jeddah King Abdulaziz International Airport and Prince Mohammad bin Abdulaziz International Airport before transporting them.
11- C. Seasonal labours will be returned after the sixth day of the month of Dhul Hijjah every year on the same arrival flights for any airlines, with application of the offence set out in paragraph 12 – W).
The paragraph 6 – K) has been canceled that contained instructions of the last Hajj 1435 H. and what had stipulated earlier in the past years regarding convening trade agreements between Saudi Arabian Airlines and other foreign carriers. Hoping to inform the competent authority at your country.
تعليمات الطيران لموسم الحج 1436
اشتملت تعليمات هذا العام 1436هـ على عدة أحكام جديدة وأخرى معدلة وذلك على النحو التالي:
1/ لن يسمح للناقلات التابعة لدول طرف ثالث بنقل الحجاج من أي دولة في حالة رغبة الناقلات الوطنية السعودية والناقلات الوطنية التابعة للدول التي يتقدم منها الحجاج، بنقل حجاج تلك الدول.
2/ في حالة تأخير وصول أمتعة الحجاج من مستودعات الطائرة الى الصالات وبالعكس، سيتم تطبيق الفقرة(12-و) من هذه التعليمات على الشركة السعودية للخدمات الأرضية.
3/ ضوابط نقل العمالة الموسمية:
على جميع شركات الطيران الراغبة في استقدام عمالة موسمية لعملياتها في المطارات، التنسيق مع الجهات المختصة بالهيئة بالهيئة العامة للطيران المدني للحصول على خطابات التأييد الموجهة لوزارة العمل قبل نهاية شهر جمادي الآخرة من كل عام. مع التقيد بما يلي عند تقديم طلبات نقل العمالة الموسمية: -
أ. يمكن لشركات الطيران نقل العمالة الموسمية الخاصة بالبنك الإسلامي للتنمية أو العمالة الخاصة بخدمة رحلات شركات الطيران في مرحلة العودة.
ب. على الشركات الراغبة في نقل العمالة الموسمية التنسيق المسبق مع الإدارة المختصة بمطاري الملك عبد العزيز الدولي والأمير محمد بن عبد العزيز الدولي قبل عملية النقل.
ج. سيتم إعادة من يقدم من العمالة الموسمية بعد اليوم السادس من شهر ذي الحجة من كل عام على نفس رحلة القدوم لأي شركة طيران، مع تطبيق المخالفة الواردة في الفقرة السابقة.

Health Requirements must be met by pilgrims performing Umrah and Hajj for the season 1436 Hijri |
First: the following requirements must be met before obtaining a visa for Hajj, Umrah or any other purpose:
Yellow Fever:
Pilgrims for Umrah and Hajj from the countries declared infected by the Yellow Fever (listed below) must provide a valid certificate of vaccination against this virus according to the International Health Immunisation List, which states that they have been vaccinated against this disease at least 10 days prior to their travelling to the Kingdom of Saudi Arabia.
B) In accordance with the International Health Immunisation List (2005), all aeroplanes, ships and various vehicles that come from countries declared infected by Yellow Fever must provide a valid certificate stating that all insects (mosquitoes) have been eradicated.
List of Countries infected with Yellow Fever:
Angola – Benin – Sudan – South of Sudan – Senegal – Burkina Faso – Central African Republic – Cameroon – Burundi – Chad – Uganda – Congo – Ivory Coast – Sierra Leone – Ethiopia – Democratic Republic of Congo – Gabon – Gambia – Ghana – Guinea – Equatorial Guinea - Guinea Bissau – Togo – Kenya – Liberia – Niger – Nigeria – Mali – Mauritania – Rwanda – Ecuador – French Guiana – Guyana – Brazil – Bolivia – Suriname – Peru – Panama – Trinidad and Tobago – Venezuela – Colombia – Argentina – Paraguay.
2) Meningococcal Meningitis
A) – Arrivals from worldwide countries:-
Those who arrive to perform Hajj or Umrah or undertake seasonal work in the vicinity of Hajj are required to have a valid certificate of vaccination against Meningococcal Meningitis stating that they were vaccinated (at least 10 days prior to their arrival in the Kingdom and no longer than 3 years ago). The Health Authorities of incoming travellers must check that the correct procedure of vaccination has been followed in which a single dose of 'quadrivalent conjugate' vaccine (against ACYW135) has been administered.
– Incoming travellers from the African Belt countries:
In addition to being immunized in their own countries, they will be given precautionary treatment in the Kingdom entry ports.
These countries are: Sudan – South of Sudan - Mali – Burkina Faso – Guinea – Guinea Bissau – Nigeria – Ethiopia – Ivory Coast – Niger – Benin – Cameroon – Chad – Eretria – Gambia – Senegal – Central African Republic.
3) Poliomyelitis:-
Incoming travellers from the countries listed below, they have to produce a valid Oral Polio Vaccine certificate for children prior to their arrival in the Kingdom by six weeks. A booster dose of Oral Polio Vaccine will be given to them on arrival in the Kingdom regardless of their age.
These countries are: Pakistan – Afghanistan - Nigeria – Cameroon - Ethiopia – Syria – Somalia – Yemen – Palestine (Gaza Strip, West Bank and "Arab of the 48") – Guinea – Iraq – Equatorial Guinea – South of Sudan.
4) Seasonal Influenza:
The Ministry of Health KSA recommends that every pilgrim for Umrah and Hajj is vaccinated against Seasonal Influenza especially those who have chronic medical conditions such as (Heart disease, kidney disease, respiratory disease, neurodegenerative disease, diabetes); HIV acquired congenital, metabolic diseases, pregnant women, children under 5 years and obese people.
Second: Health Education:
The Health Authorities of incoming pilgrims must provide health education about contagious diseases and its types, symptoms, methods of transmission, complications and means of prevention from them.
Third: Food Materials:
No Foodstuffs can be brought into the Kingdom by travellers, including the pilgrims of Hajj or Umrah, unless it is canned and firmly packaged, or in containers that can be easily opened for inspection and in quantities that are sufficient for consumption during overland journey only.
Fourth: Special Procedures for Middle East Respiratory Syndrome Coronavirus (MERS-CoV)
The Ministry of Health KSA recommends that, elderly people, those suffering from chronic diseases such as (heart diseases, kidney disease, respiratory disease, neurodegenerative diseases, diabetes); immunodeficient patients (congenital and acquired), Oncology, pregnant women and children should postpone the performance of Hajj and Umrah this year, for their own safety.
The Ministry of Health also advises to comply with health guidelines to curb the spread of Middle East Respiratory Syndrome Coronavirus (MERS-CoV) and other respiratory diseases, which are summarized in the following:
- Always wash your hands with soap and water or a disinfectant, especially after coughing and sneezing.
- Use a tissue when coughing or sneezing and dispose it in the dustbin.
- Try as much as possible to avoid touching the eyes, nose and mouth by hand
- Avoid direct contact with the infected people and do not share their personal belongings.
- Wear a mask, especially in crowded places
- Maintain good personal hygiene
- Stay away from places where camels groups together and avoid direct contact with them
- Do not drink raw camels' milk or pasteurized or uncooked camels meat.
Fifth: Special Procedures for Ebola Virus Disease
Due to the Ebola outbreak in West Africa (Guinea, Liberia and Sierra Leone), the following precautionary measures must be taken:
- No visas will be issued to travellers from Guinea, Liberia and Sierra Leone to perform Hajj, Umrah or for any other purpose.
- All Saudi embassies and consulates abroad have to verify that all applicants for entry visas to KSA have not travelled or lived in Ebola affected countries mentioned above within the last 3 weeks before submitting their applications whether for Hajj, Umrah or for any other purpose.
- The Ministry of Health also advises to comply with health guidelines to reduce the risk of being infected with Ebola Virus Disease.
International Outbreak Response:
In the event of a public health emergency of international concern, or disease outbreaks subject to the International Health Regulations in any country of incoming pilgrims, the Kingdom's health authorities may take extra precautionary measures towards those pilgrims who are not listed in the requirements mentioned above. The Kingdom's health authorities will coordination with the World Health Organisation (WHO) in a timely manner, to avoid the spread of infection among pilgrims or transfer it to their countries when they return.
