The Kingdom of Saudi Arabia signed a protocol to establish diplomatic relations with the Republic of Costa Rica at the offices of the Permanent Mission of Saudi Arabia to the United Nations in New York on 7 December 2015. This protocol was drafted within the framework of Vienna Convention on Diplomatic Relations, which aims at strengthening relations and expanding aspects of cooperation between countries in various aspects of bilateral relationships.

The Protocol was signed by the Permanent Representative of the Kingdom of Saudi Arabia to the United Nations in New York, Ambassador Abdallah bin Yahya Al-Moallimi and the Permanent Representative of the Republic of Costa Rica to the United Nations Ambassador Juan Carlos Mendoza-Garcia.​
