​​​​​​​​​​​​Time-share has become a common tourist and recreational activity, prompting many countries to develop and modernize the regulations governing this activity.

 

The time-share system allows distribution of costs related to construction, furnishing, management, operation and maintenance on more than one beneficiary, thereby reducing the costs for beneficiaries (tourists), especially as tourism is no longer limited to high income people.

 

The government of the Kingdom of Saudi Arabia issued the time-share regulations for tourist real estate units, which defined the responsibilities and obligations of contracting parties, and determined penalties for violators of the regulations. The purpose of the regulations is to protect all parties from intentional or unintentional misuse of the time sharing.

 

Due to conditions of intensive operation in hotel facilities in the two holy cities of Makkah and Madinah, the practice of time-share activity in tourist units in the two cities has been prohibited for non-Saudis.​
